You may be wondering what A1 and A2 regions are.
It turns out that the GeoIP database tracks (where possible) known IPs that are used for Anonymous Proxy access.
This page describes it as follows:
Anonymizers can cause headaches for companies attempting to identify who is visiting their website. The GeoIP2 Anonymous IP database provides insight into your traffic by identifying IP addresses which are used as various forms of anonymizers. If an IP address is likely being used for anonymizing purposes, the database indicates it is an anonymizer and provides the following sub-flags for type identification: Hosting Provider/Data Center, VPN, Tor Exit Node, and Public Proxy. For even more IP intelligence, combine the GeoIP2 Anonymous IP database with the GeoIP2 ISP and GeoIP2 User Count database.

The A1 (Anonymous proxy), AP (Asian Pacific region), EU (Europe) and A2 (Satellite providers) codes refer to IP addresses of which the country of origin is uncertain. EU, for example, means that the precise IP country is uncertain but it belongs to Europe. Accepting EU as IP address country does not mean you are accepting payments from all countries in Europe, it means you’re accepting payments from IP addresses managed by European institutions. Anonymous proxies are Internet access providers that allow Internet users to hide their IP address. We recommend that you do not accept payments originating from an anonymous proxy! The question you may want to ask yourself is why would a honest client want to hide his IP address?
What are the “A2” Satellite Provider entries? These IPs are from Satellite ISPs that provide Internet service to multiple countries (info). End users on these IPs may be in high fraud risk countries such as Nigeria and Ghana.
