If your PAN-OS firewall has two seperate eBGP peering relationships with two seperate networks that have the same AS number (e.g. AS 1111), the firewall (assuming it is AS 2222) will not export routes that are learned from one neightbout to the other. This is because it is trying to prevent a routing loop.
